dev/TODO: Consolidate the Vercel audit and site audit leftovers

Fold the still-open items from #1951 (redirects out of src/proxy.ts, stale caniuse-lite, Cloudflare 302, GitHub repo settings) into the existing file, and drop the ones that landed on main: Node 24 and contentlayer2, the allPosts client chunk, the Vercel ignoreCommand, prerendered /api/md with Fluid compute, and the per-page canonical (#2001).
